The Chicago Tribune's Michael Hawthorne reports on a largely overlooked Obama Administration plan to cleanup the Chicago River. The plan would bring the river up to Clean Water Act standards meaning that it would be clean enough for "recreation in and on the water."
Note the we can't do this it would cost too much quotes from Chicago's water bureaucracy - the Water Reclamation District - as well as from industry officials.
