Short Sighted Reasoning.

  Mr. Collopy appears to only have his interests in mind.

  Perhaps the Corp. of Engineers can be commisioned to conduct a true impact study for the GL. 

   In the mean time, Mr Collopy may consider raising his rates with proceeds going towards Aisian Carp eradication. Unless he'd rather buy a politician.
